Pat Cummins has secured over 300 dismissals in 71 Test matches with an stellar bowling average.
Australia's chair of selectors the selector has stated that skipper Cummins will be a central figure in this winter's Ashes series.
Speculation had been growing that Cummins might sit out due to a ongoing back issue that remained unresolved.
Earlier indications from the Australian camp suggested no definitive call had been made regarding his involvement, with the five-Test series kicking off on November 21 in Perth.
Bailey expressed that the captain is progressing and remained hopeful about the prospects of taking part.
"It's clear that the clock is ticking and various factors at play, not just the physical problem, but other factors as well," Bailey remarked.
"The outlook is good. We firmly believe that he'll participate in a major part. Hopefully starting in Perth. Otherwise, then we'll pick it up."
Injury History
The captain missed Australia's limited-overs series against both Asian and Trans-Tasman rivals last month after medical tests showed a stress reaction in his back.
He has a history of recurring issues, with recurrences in multiple past seasons causing him to miss multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his recovery plan to make the squad for the series.
The selector indicated that there was no confirmation if he had started his bowling workouts as part of his recovery but conceded it was "getting tight" for him to regain fitness for the opener.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from Australia's squad for their ODI contests against the Asian giants as a safety move because of discomfort in his torso.
The selector characterized it as a "small issue and mentioned that he'll feature in the domestic first-class competition, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into building out the plan for him to participate for the first Test as an batting and bowling option," he elaborated.
"He was only going to play the first two ODIs in any case. The way he swings the bat in limited-overs, should it hinder progress for a short period, the choice was made to approach this more conservatively."
